The Committee's original filings were based on dates of payment rather than the dates of public dissemination of the underlying communications. The amendments and additional reports filed November 2 reconcile these dates to accurately reflect the Committee's independent expenditure activity. Chronology of Independent Expenditure Reports 1. First 24-Hour Report Filed June 16, 2026; Amended November 2, 2026 On June 10, 2026, the Committee disseminated its first digital advertisement, totaling $100,000.00. The Committee attempted to file the initial 24-hour report on June 12 but encountered technical difficulties. With assistance from FEC representatives, the Committee successfully completed the filing on June 16. The Committee amended this report on November 2, 2026, to reflect the correct dissemination date and expenditure information. 2. Second 24-Hour Report Filed June 16, 2026; Corrective Filing November 2, 2026 On June 16, 2026, the Committee disseminated a direct-mail communication involving voter file and palm-card design expenditures totaling $111,759.36. On November 2, the Committee inadvertently submitted the corrected 24-hour report as a new filing rather than as an amendment to the original June 16 report. The expenditure was previously reported and does not represent additional spending. Additional Direct Mail Expenditure June 18, 2026 On June 18, the Committee incurred additional direct-mail printing, and postage expenditures totaling $52,914.50, expanding the reach of the June 16 mail communication. This expenditure was disclosed in an additional 24-hour report filed November 2, 2026. The expenditure expanded the distribution of the existing mailer rather than representing a new, separate mail communication. The Committee requests clarification as to whether a separate 24-hour report was required for this additional expenditure. 3. Third 24-Hour Report Filed June 18, 2026; Amended November 2, 2026 On June 19, 2026, the Committee launched its second digital advertisement, as verified by its advertising vendor. Expenditures of $200,000.00 and $78,000.00, totaling $278,000.00, were associated with this advertisement. The Committee amended its original June 18 24-hour report on November 2 to reflect the correct dissemination date and expenditures associated with the second advertisement. Additional Digital Advertising Expenditure June 21, 2026 On June 21, the Committee incurred an additional $12,900.00 to extend the reach of the second digital advertisement launched June 19. This expenditure was included in an additional 24-hour report filed November 2, 2026. It represented an expansion of the existing advertisement rather than the dissemination of a new advertising creative. The Committee requests clarification as to whether a separate 24-hour report was required for this additional expenditure. Reporting Reconciliation The Committee's November 2 filings reflect total independent expenditures of $555,573.86. The Committee also filed and received acceptance of amendments to its July and October 2026 Quarterly Reports on November 2, reconciling the reporting of independent expenditures, payments, and related obligations. These corrections followed a review of the Committee's advertising activity and consultation with FEC staff regarding dissemination dates, vendor invoices, and the treatment of subsequent expenditures and payments. The Committee submits this explanation to clarify the relationship among its filings, explain the inadvertent designation of the $111,759.36 report as a new filing rather than an amendment, and provide an accurate and consistent public record of its independent expenditure activity. Respectfully submitted, Daniele W. Campbell Treasurer United for Progress FEC ID: C00945618 [ENDTEXT]
