All winding down expenditures by the committee were completed during the permissible time period for a former federal officeholder. At this time, the residual funds balance in the committee is retained in order to maintain the characteristics and eligibility of the funds to be used as the principal campaign committee for a future election. Mark Foley reserves his right to seek election to a federal office at a future date and anticipates making a final decision sometime following the reapportionment resulting from the upcoming decennial census. At such time as a final decision may be made to not seek election to a federal office, the committee will be converted to a multi-candidate political committee. 2. None of the identified disbursements constitute personal use and instead are permissible contributions made to tax-exempt and charitable entities. The term sponsorship, membership, and dues are synonymous with contribution in this context. The tax-status of each is confirmed by through filings with the Internal Revenue Service and/or the State of Florida.
